According to a report by The Verge, Windows Phone will be getting App Folders on the Start Screen.

Android and iOS users will be familiar with the concept, where you drag an app’s icon on top of another, to create a folder. Only, in Windows Phone, you will be dragging a tile over another. This was confirmed by a support article found on WindowsPhone.com, but it has been taken down. You can viewed the cached version here.

Besides creating a folder, you will also be able to name, move, resize it. You can also add or remove Tiles from it.

This feature will only be available in Windows Phone 8.1, as mentioned in the support page.
