Microsoft is rolling out the Windows Phone 8.1 Update 1 for the devices which enabled Developer Preview option. This update includes the voice assistant Cortana to more markets like India and China. The Cortana service will be in beta stage for some countries and in Alpha stages for some other. China and UK to get beta versions and India, Canada and Australia will get Alpha versions. Indian Users will have to change language to English United Kingdom, or United States to get Cortana working. Otherwise it will display

Another change is the start screen will be supporting folders. So more and More user friendly features are coming to Windows Phones now.
If you do not have a developer account, and you would like to get the preview versions you may try the following steps
1. Signup on http://appstudio.windowsphone.com/. Use the Microsoft Id you have used on your windows phone. This is free
2. From the Windows Phone store Install Preview for developers and login with the same account details
3. After sign in, Agree to terms and conditions and you can choose to enable the developer Preview for developers
After the above steps, Check for Phone update. If you are still on windows. The developer preview updates will not remove any of your data and you can receive the update when released to all too. But once you install the developer preview version you cannot roll back to your old version.
If you are still not received windows 8.1, you may have a try. The windows 8.1 brings lot of changes which you will like.
