The giveaway is being held to promote the developer, Interdimensional Games Inc's, upcoming game CONSORTIUM: The Tower, which is is undergoing a crowdfunding campaign on Kickstarter
You can get the free game from Good Old Games (GOG) and if it interests you, then you can choose to back the upcoming game (before the 20th of February). The unique feature of CONSORTIUM is that the story is procedurally generated, based on your actions. There are multiple ways to play the game, and that offers a lot of replayability. This promotional offer runs until February 13th, 1:59 PM GMT, after which the game will revert to its normal price of $9.99. Some reviews for the game suggest that the game is very short and has many bugs. But I think you can't go wrong for the price of free.
